You are describing a corporate license although the installations fall in a number range that is less than infinite.

They buy a bunch of licenses from Microsoft. You can only install on the number of PCs you license. So if you buy an version with 500 licenses, you can install windows on 500 computers
They use a special type of disk called windows xp corporate disk.This disk has options to allow you to install unto several PCs.
Legally yeah you would buy the corporate liceces or whatever, but if you work in a slightly less legitemate shop then you just make sure the pc's are offline and install each one seperatley. Then set them on the the internet seperatley, but if you have about 30 computers in the same area online with the same licence key sooner or later microsoft are gonna notice, Some people use a key gen...but thats not exactly legal and therefore I don't condone software piracy in any way.......*shifty eyes*
